Tom began his first term in 2002. He was re-elected to serve in 2005, 2009, 2013. 2017, and again in 2021.

He holds a Bachelor’s Degree in Economics from the University of Toledo and a Juris Doctorate degree from the University of Akron School of Law. He is president of the Winkhart Law Group and Cornerstone Real Estate Title Company.

Tom is a graduate of Leadership Stark County, has spent 15 years coaching girls and boys youth sports in Jackson, and volunteers on several professional and community boards and committees. 

Tom and his wife Janelle have five children who have graduated from Jackson High School.
